What is the LUMIS AI — HR Ecosystem Model™?

The LUMIS AI — HR Ecosystem Model™ is a framework for preparing organizations, HR functions and supervisors for responsible, scalable AI adoption. Created by Abadaya Lashley, MPA, founder of LUMIS HR Solutions, it gives employers the governance, supervisor capability, HR systems and training that AI literacy alone does not provide.

It is the second layer of the LUMIS AI™ Discipline, which connects people, systems and continuous improvement.

Also written as the LUMIS AI HR Ecosystem Model™. First introduced in the white paper AI Literacy Is Not Enough (LUMIS HR Solutions, September 2026).

Why the model exists

National AI workforce initiatives, including the U.S. Department of Labor’s AI Literacy Framework and America’s AI Action Plan, focus mainly on preparing individual workers. That is a necessary first step. But workers can be AI-literate while the organizations they work for are not AI-ready: HR systems are outdated, supervisors are untrained, and governance is missing.

Abadaya Lashley developed the LUMIS AI — HR Ecosystem Model™ to close that gap. Her central argument is that AI literacy prepares individuals, but employer-side infrastructure determines whether AI adoption succeeds.

The five pillars

1. Strategic Foundations & Governance

The strategy, governance, implementation, data integrity and vendor decisions an organization needs before AI goes to work. This pillar draws on the LUMIS AI Adoption Framework™, LUMIS AI Governance Framework™, LUMIS AI Implementation Cycle™, LUMIS AI Data Preservation & Data Integrity Framework™ and LUMIS AI Vendor Evaluation Criteria™.

2. Supervisor & Workforce Capability

People-centered capability, supported by training and communication. Supervisors are the missing middle of AI adoption: they need to know when to trust, question or override AI outputs, and human review must be built into everyday workflows. This pillar draws on the LUMIS AI Supervisor Capability Model™, LUMIS AI Workforce Readiness Pathway™ and LUMIS AI Change Management Model™.

3. HR Systems, Processes & AI-Enabled Functions

The HR areas where responsible AI practices, human review and governance are applied: recruitment, selection, onboarding, learning and development, performance management, employee engagement and retention, offboarding and workforce intelligence. These are organized through the LUMIS AI Across Employee Lifecycle Model™.

4. Organizational Development & Training

Structured methodology combined with practical training and implementation support: leadership and supervisor training, AI literacy programs, workflow integration training, training for small businesses and public-sector employers, and measurement and continuous improvement.

5. Ecosystem Impact & Alignment

Connecting what organizations build internally to broader workforce priorities, so that employer readiness, state workforce initiatives and national AI strategy reinforce each other.

Where it fits in the LUMIS AI Methodology

The LUMIS AI — HR Ecosystem Model™ is the second of three layers in the LUMIS AI™ Discipline. The first layer, the LUMIS AI Human-Centered AI Transformation System™, explains what people need for AI adoption to work. The second layer, this model, builds the employer-side structures. The third layer, the LUMIS AI Intelligence Loop™ (Listen, Analyze, Optimize), keeps adoption improving over time.

Who it is for

HR leaders, supervisors and employers of all sizes, with particular attention to small and mid-sized businesses and public-sector employers, which often lack the HR capacity to adopt AI safely on their own. It is also designed to support state workforce boards and workforce development programs.

Frequently asked questions

Who created the LUMIS AI — HR Ecosystem Model™?

Abadaya Lashley, MPA, Founder and Principal HR Consultant of LUMIS HR Solutions LLC and creator of the LUMIS AI Methodology. She brings 16 years of public-sector HR experience with Baltimore City Government.

Why isn’t AI literacy enough?

AI literacy teaches individuals how AI works. It does not give organizations the governance, policies, supervisor skills, HR systems or change management needed to use AI responsibly. Without that employer-side infrastructure, AI-literate workers have no safe, supported way to apply what they know.

How can a small business use the model?

Start with an AI readiness assessment, set basic governance and an AI use policy, train supervisors to oversee AI outputs, and redesign one workflow at a time. The free AI Readiness Scorecard on the resources page is a good first step.

Where can I read the full model?

The model is introduced in the white paper AI Literacy Is Not Enough (DOI 10.5281/zenodo.23576481) and applied step by step in the manual Smarter HR: Implementing AI in HR.
